Residential Use of power equipment has had a long history of being included in the Restriction for High Risk Activities.  As mentioned elsewhere, High Risk Activities are defined by the BC Wildfire Act (BC Wildfire Regulation)    but they do not include most residential uses for power equipment.  In 2021, the following policy was enacted to restrict the use of equipment during Fire Danger Rating periods of High and Extreme.  The policy does allow machine use during these periods but restricts activity after 1pm. 

Policy:

The South Galiano Volunteer Fire Department recognizes the need to place restrictions on machine use during periods of High and Extreme Fire Danger Rating that is not considered a High-Risk Activity under the BC Wildfire Act, or CRD bylaw 4489.

Procedure:

The South Galiano Volunteer Fire Department, and the South Galiano Volunteer Fire Department Society will strictly adhere to and enforce if necessary CRD Bylaw 4489 and BC Wildfire Regulations.

Fire Department Policy does not grant exemptions to the Wildfire Act or CRD bylaw 4489.

Definitions:

High Risk Activities: As defined by BC Wildfire ACT.

Property Maintenance Activities: Activities such as Lawn Mowing, Pressure Washing, Emergency Generators (in non-combustible areas).

Heavy Machinery: Excavators, Tractors, Loaders, wheeled Lifts or Bucket trucks that are not being used for a High-Risk Activity.  Permitted uses would include septic system installation, aggregate or soil spreading, foundation preparation for new construction (not mechanical land clearing).

Restrictions

During High Conditions

A. Property Maintenance Activities

  • Fire watch during activity and 1hr after, with a portable water supply (20-gallon pump can) or garden hose.
  • Exhaust system and/or spark arrestor in good repair.
  • 1. p.m. shutdown of activity.

A. Heavy Machinery

  • Fire watch during activity and 1hr after, with a portable pressurized water supply (min 100-gallon) and sufficient hose to reach within 100’ of the work site.
  • On board fire suppression system or portable fire extinguisher.
  • Exhaust system and/or spark arrestor in good repair.
  • 1 p.m. shutdown of activity.

C. Electric Yard Maintenance Tools

  • Chainsaws and Lawn mowers restricted after 1p.m., and 
  • Fire watch during activity and 1hr after, with a portable water supply (20-gallon pump can) or garden hose.

During Extreme Conditions

A. Property Maintenance Activities

  • Work site must be clear of combustibles.   
  • Chainsaw use is prohibited unless it is for construction or emergency use.
  • Fire watch during activity and 2hrs after, with a portable water supply (20-gallon pump can) or garden hose.
  • Exhaust system and/or spark arrestor in good repair.
  • Shutdown of activities at 1PM

B. Heavy Equipment Use

  • Work site must be clear of combustibles.
  • Fire watch during activity and 2hrs after, with a portable pressurized water supply (min 100-gallon) and sufficient hose to reach within 100’ of the worksite.
  • On board fire suppression system or portable fire extinguisher.
  • Exhaust system and/or spark arrestor in good repair.
  • 1 p.m. shutdown of activity.

C.Electric Yard Maintenance Tools

  • Chainsaw use is prohibited unless, for construction or emergency use.
  • Fire watch during activity and 2hrs after, with a portable water supply (20-gallon pump can) or garden hose.
  • 1 p.m. shutdown of activity.

During Extreme Conditions with High Temperatures

When temperatures reach 30 C and 30 humidity or lower, all machine use and small engine use is prohibited (excepting for emergency use) until temperature falls below 30 for three days.
